Product Requirements can always be taken care of by the Product Owner, But the delivery strategy is always with Managers and the implementation is always a part of Leaders.

To serve the best purpose, Product owner always builds a team if they see something around themselves which is the need of the hour and they are passionate about.

Management: It is not only for people rather it reflects the right strategy for What comes first, Who is responsible and Why is the output expected? Managers often take a flight and observe everything with a bird's eye view- What is happening in the market and what else can we add to enhance ourselves.

Activities like team building and grooming are always based on technical/Skill requirements. You may have a huge team with you but the essence of rapid growth is every time with the right choice of implementing strategy and the skill advancements you need in your team!
